Evaluating Administrative Development Models in Government Agencies (A Field Study – Ministry of Economy as a Model)

Abstract

The study aimed to highlight the topic of administrative development in general, and administrative development models in particular, and to present modern administrative models that enhance the capabilities of researchers and administrators in reorganizing and administrative development. It also aimed to identify the administrative development models applied in the ministry under study, and the extent to which these models are capable of diagnosing and addressing the current administrative reality. The study also sought to identify the advantages and disadvantages of the applied models and to examine the relationship between their effectiveness and the demographic variables of the study sample. To achieve these objectives, the analytical descriptive approach was adopted, and a questionnaire was designed to measure the main dimensions of the research. A stratified random sample of 60 individuals, representing 8% of the research population, was selected from senior, middle, and lower management levels at the ministry’s headquarters in Tripoli and its nearby branches. The study found a positive correlation between the development of administrative performance and the applied administrative development models, indicating that these models significantly influence administrative performance development. However, the study also revealed a low level of work performance system in the ministry due to the inadequacy of the current organizational structure

Identifying Training Needs to Develop Teaching Competence (A Case Study of Some Faculty Members at the University of Gharyan

Abstract

This study attempted to evaluate the extent to which Libyan universities are committed to and interested in training their faculty members, especially in educational aspects that would enhance the quality of university outputs. Using the University of Gharyan as a model, the study found a lack of sufficient awareness regarding the importance of training as a fundamental element in improving the efficiency of university professors and enhancing their ability to perform effectively. This is clearly evident from the high percentage of faculty members included in the study who had not undergone any training programs.

The Impact of Mortgage Credit on Economic Growth in Libya (An Econometric Study for the Period 1990–2021)

Abstract

This study aims to analyze and measure the relationship between mortgage credit and economic growth in Libya during the period 1990–2021, using annual reports from the Central Bank of Libya and the Ministry of Planning. The study employed both descriptive-analytical and quantitative methods, including cointegration, the Bounds Test, and the Autoregressive Distributed Lag (ARDL) model to measure long-term relationships, as well as the Error Correction Model (ECM) for short-term analysis. The results revealed an inverse equilibrium relationship between both mortgage credit and inflation with economic growth in the long term, while no relationship was found between money supply and economic growth. In the short term, there was no equilibrium relationship between mortgage credit and economic growth. This indicates that the mortgage credit provided by commercial banks has failed to develop the real estate market and meet the growing demand for housing, negatively impacting Libya’s economic growth rate.

User Training in University Libraries

Abstract

The study dealt with the concept of university libraries, the beneficiary, the training of beneficiaries to access information sources within the library, the objectives of the beneficiaries of training, and the most important justifications that called for providing a training service to the beneficiaries in the university libraries. And the extent of the impact of modern technical developments on the services provided in the university libraries. It also touched on knowing the most important methods used to train beneficiaries of the different types of library services, as well as identifying the most important basic skills that beneficiaries take through training to deal with the contents of the library, and knowing the most important steps necessary to prepare an integrated program for training beneficiaries within libraries, by answering questions related to Readers, library and staff, in addition to identifying the most important obstacles and difficulties facing the service of training beneficiaries, and the study also dealt with experiences about the service of training beneficiaries in some university libraries in a number of Arabic and international countries.

Governance and Local Development: The Problematique of the Concept

Abstract

Referring to the concept of governance, we find that it has evolved in parallel with the evolution of the concept of development, especially when the focus shifted from economic growth to social capital and then to human development. Thus, governance is the guarantor of transforming economic growth into real and sustainable development, considering that the issue of development and the objectives of governance are the gateway to achieving economic and social well-being. This has made governance, in its developmental dimension, a fundamental pillar for enhancing decentralization and a key mechanism in promoting the developmental role of local communities in any country. Among the requirements of local development within the framework of good governance is working to mobilize all available potentials, resources, and energies in a specific local area, aiming to create and develop its productive activities, improve the standard of living for all its inhabitants, and replace centralization in planning, decision-making, and others with all the components of decentralization. Needless to say, the stakes of good governance in its relationship with local development are to push local democracy forward. This process will only be achieved by invoking indicators of local development, which include raising the level of education and awareness among the local population, improving their economic, social, and cultural conditions, in addition to strengthening the rule of law with institutions built on solid foundations that encourage the individual to participate in public life with full commitment and responsibility. Making the local community a basic geographical framework for producing sustainable local development can attract investment, revitalize employment, combat marginalization and social exclusion, and entrench democratic practice, constructive citizenship values, and effective participation of all components of the local community, while establishing the principle of accountability and oversight. Thus, governance as a tool for achieving development at the local level has been associated in political and economic discourse since its emergence as a new concept with local bodies, where it found in the local sphere a suitable ground to consolidate its foundations and a fertile field to test its priorities, draw its development plans, and set its economic and social strategies.
