Editorial of the Special Issue on the Conference of Reconstruction and Development Requirements 2023The foundation of building advanced societies lies in achieving comprehensive development through infrastructure improvement, economic capacity building, and the development of human capital, all supported by scientific research and its methodologies. Libya has endured years of instability, wars, and violence that caused severe damage to infrastructure and widespread destruction in many cities, which has hindered the development process for a long time. In response, this scientific conference was convened under the theme: "Reconstruction and Development Requirements", organized by the Libyan Authority for Scientific Research in Benghazi, bringing together experts and scholars to propose practical solutions through scientific programs and strategic visions that can enhance reconstruction efforts and benefit from both domestic and international experiences. Through its research and scientific studies, the conference aims to support comprehensive development, advance legislation related to reconstruction and investment, and open new horizons for creating promising solutions that help overcome current challenges and pave the way for a brighter future for the nation and society.

The Impact of Diversifying Income Sources on Exchange Rate Stability in the Libyan EconomyAbstract This study aims to propose a model to improve the Libyan economic situation by achieving the main macroeconomic objectives: increasing GDP growth, reducing unemployment and inflation, and attaining balance in the balance of payments. The study argues that the optimal way to achieve these goals is through ensuring the availability of foreign currencies and maintaining exchange rate stability. Stable exchange rates directly enhance the balance of payments and reduce inflation, given Libya’s high degree of economic openness. Exchange rate stability also contributes to GDP growth and lower unemployment. The study emphasizes the need to reduce excessive dependence on crude oil exports and to develop alternative sources of national income through the proposed model.

The Impact of Foreign Investment on Economic Development in Libya: An Analytical and Econometric Study during the Period (1990–2021)Abstract Foreign direct investment (FDI), as confirmed by economic theory and numerous empirical studies, is one of the most influential factors in economic growth and development, given its positive effects on host countries and its role as an important source of development financing. This study aims to examine the size and impact of FDI on economic growth and development in Libya during the period (1990–2021). To achieve this, the study adopted a descriptive-analytical and econometric approach by analyzing the development of economic growth and inward FDI stock in Libya based on data from UNCTAD reports and the World Bank database. The study further employed the Augmented Vector Autoregression (VAR) model to test the Toda & Yamamoto causality in the long run. The findings revealed the existence of a long-term causal relationship running from FDI to economic growth in Libya, as measured by Gross Domestic Product (GDP). Administrative Factors (Planning and Organizational Factors) and Their Impact on the Delay in Establishing a New CityAbstract This study aims to highlight the impact of administrative factors, specifically organizational factors and administrative planning, on the delay in establishing a new city as a solution to the crisis of overpopulation in Benghazi, the economic capital. The research examines the role of the Urban Development and Cities Authority in this delay due to the insufficient application of organizational factors. The study adopted a descriptive-analytical approach, with data collected through a questionnaire distributed to 35 employees, including engineers, section heads, and department directors. Findings revealed that poor planning, resulting from weak organizational factors (information, competencies, financing, legislation, and technology), was a key cause of the delay. The results also showed a moderate level of support from top management for various planning stages (identification, goal setting, data collection and analysis, preparing and selecting alternatives, drafting plans, and implementing and monitoring). The study concludes with recommendations to secure financial resources and attract qualified professionals, as well as to enhance employees’ motivation for innovation and creativity by providing a supportive work environment, thereby accelerating the establishment of a new city to reduce the burden on Benghazi. Environmental Impact Assessment of Commercial Investment in Parks and Public Gardens in Benghazi CityAbstract Green spaces and public gardens are considered the “lungs” of cities, as they beautify urban areas through their vegetation and aesthetic features such as fountains, ponds, and arches that attract public attention. However, these areas are increasingly subjected to unregulated commercial investment and other activities, leading to several environmental problems, most notably pollution. This issue is exacerbated by the absence of specific standards and criteria regarding the type and scale of investment in such areas. In Benghazi, the study area, the environmental condition of green spaces has noticeably deteriorated due to the uncontrolled expansion of commercial investments without adequate supervision or monitoring. Therefore, this study aims to assess the environmental status of these spaces, identify their current patterns of use, and examine the role of environmental laws and regulations in protecting them from encroachment. Role of Training and Development of Human Resources in Achieving Sustainable DevelopmentAbstract Sustainable development is a national concern that requires the contribution of all relevant sectors to achieve its goals, ensuring citizens’ well-being, the sustainability of resources for future generations, and the growth of the national economy. This paper aims to present the concept of sustainable development, identify its indicators, clarify the role of training and human resource development in achieving its objectives, and introduce human resource management along with modern training concepts. The study adopted an inductive approach through a review of literature and related studies. Findings revealed that human beings are the cornerstone of sustainable development, as they are both its means and ultimate goal. Human capital formation is the essential foundation for development and progress, while material capital serves as a complementary factor. The results further highlighted that training is one of the most significant factors contributing to the enhancement of human resource efficiency, establishing a strong and direct relationship between training and development of human resources and the achievement of sustainable development. The study recommends that development strategies prioritize investment in human capital through effective human resource management, with a focus on comprehensive training and development programs, making the human element a central priority for organizations seeking growth and sustainable development.
